The tropical regions of Africa enjoyed a ringside seat to the second and last solar eclipse of 2013 today (Sunday, November 3, 2013). Those in Africa saw either a total solar eclipse or a deep partial solar eclipse in the afternoon hours on November 3. Much of the rest of the world saw a partial eclipse on November 3. Over the Atlantic Ocean, just as the eclipse began, it was an annular or ring eclipse. Almost immediately thereafter, it changed into a total eclipse. That’s why people are calling this a hybrid eclipse.

Sanctions | Closing the Gate in East

What was unthinkable for many people over many years happened in the early hours of Nov. 24 in Geneva: The United States and the Islamic Republic of Iran struck a deal . After a decade long struggle, the two reached an accord that seeks to ensure that Iran's nuclear program remains a civilian one. It is a preliminary deal, and both sides face months of work to batten down domestic opposition, build convincing mechanisms to assure compliance and unthread complicated global sanctions.

That is the easy part. More difficult will be the process to reshape bilateral relations while virtually every regional player in the Middle East seeks ways to cope with an Iran that is no longer geopolitically encumbered.

Peres invites pope to Jerusalem - Concern over Syria | 30 Apr 13

(ANSAmed) - VATICAN CITY, APRIL 30 - Israeli President Shimon Peres, who is in Italy to meet with Italian leaders, on Tuesday invited Pope Francis to Jerusalem.

''I await you in Jerusalem, on behalf not just of myself but of the people of Israel'', Peres told the pontiff. ''Pray for us all'', Peres said at the beginning of his 30-minute meeting with Francis. ''Tomorrow I will go to Assisi and pray for you there'', he added. The pope welcomed the invitation, although there are no plans for him to visit Israel as yet, Vatican sources said.

Peres, who arrived at the Vatican with a 10-person delegation, gave Francis a Bible with an inscription inspired by the Books of Kings: ''To His Holiness Pope Francis. May you prosper in all that you do and wherever you may go''.

The two leaders hope that ''negotiations between Israelis and Palestinians will swiftly resume so that, with courageous decisions and willingness on both parts, an accord can be reached that will respect the legitimate aspirations of both peoples'', the Vatican said in a note.

Iran two weeks away from weapons-grade uranium | 28 Oct 13

Iran could produce enough weapons-grade uranium to build an atomic weapon within two weeks and has, “in a certain way,” already reached the point of no return in its nuclear program, a former senior International Atomic Energy Association official said Monday.

“I believe that if certain arrangements are done, it could even go down to two weeks. Prime Minister Benjamin Netanyahu spoke with US President Barack Obama about Iran’s nuclear program, Israeli-Palestinian peace negotiations and other regional issues on Monday.

The phone call was part of their “regular consultations,” said a White House statement. “The two leaders agreed to continue their close coordination on a range of security issues.”

The call comes as the US is seeking to allay Israel’s concerns about diplomatic overtures from Iran. Iran is seeking relief from economic sanctions in return for concessions on its nuclear program, but Israel is pressing Obama to keep sanctions in place.

On Sunday, Netanyahu criticized a proposal that would allow Iran to retain a capacity for low-level uranium enrichment as part of a deal to end sanctions. The Islamic Republic is set to resume discussions regarding its nuclear program with the P5+1, the five permanent members of the UN Security Council and Germany, in November.

Paris seeks a larger role in the region, and it has lucrative arms deals with the Saudis, but that’s not the whole story.

In 1979, France promised Iraq it would build it a light-water nuclear reactor to be fueled with uranium enriched to 93 percent. Israel perceived the reactor, at Osirak, as an existential threat and tried to dissuade Paris from going ahead with the project. After several attempts at diplomacy were ignored, then-prime minister Menachem Begin ordered an airstrike that destroyed the facility, on June 7, 1981.

This weekend, the very nation that three decades ago chose not to heed Israel’s warnings emerged as the only major power echoing Israel’s concerns in the negotiations over Iran’s rogue nuclear program. While five of the six world powers — the United States, Britain, Russia, China and Germany — were apparently ready to sign an interim agreement that would offer sanctions relief in return for a promised freeze in the Iranian program, an arrangement Israel considers “bad and dangerous,” France blocked what it called “a sucker’s deal.”

U.S. and Russia Reach Deal to Destroy Syria’s Chemical Arms | 14 Sept 13

GENEVA — The United States and Russia reached a sweeping agreement on Saturday that called for Syria’s arsenal of chemical weapons to be removed or destroyed by the middle of 2014 and indefinitely stalled the prospect of American airstrikes.

Secretary of State John Kerry said a failure to comply by Syria would result in the U.N. Security Council taking up the issue.

The joint announcement, on the third day of intensive talks in Geneva, also set the stage for one of the most challenging undertakings in the history of arms control.

“This situation has no precedent,” said Amy E. Smithson, an expert on chemical weapons at the James Martin Center for Nonproliferation Studies. “They are cramming what would probably be five or six years’ worth of work into a period of several months, and they are undertaking this in an extremely difficult security environment due to the ongoing civil war.”

Although the agreement explicitly includes the United Nations Security Council for the first time in determining possible international action in Syria, Russia has maintained its opposition to any military action.

Johannesburg – A weaker rand and higher international product prices are likely to push the Gauteng retail petrol price in July close to the record R13.20 per litre reached in April‚ data released by the Central Energy Fund on Friday showed. The daily underrecovery on June 13 was 80.89 cents per litre (c/l)‚ while the average for the period May 31 to June 13 was 82.51c/l.

An underrecovery means that the basic petrol price based on the daily product price and exchange rate is more than the basic fuel price used in the calculation of the monthly retail petrol price.

The massacre of 34 Marikana miners - along with the murder of two policemen, two security guards and seven miners - in a wave of unprecedented industrial violence last year brought the deep-seated anger in South Africa to the fore.

The deaths, which made international headlines, shamed the country, its leaders, the police and the mining industry.

The rand depreciated and investors sold gold and platinum shares as the unrest spread and international ratings agencies downgraded South Africa's credit rating.

The Marikana tragedy forced the government to rethink some of its laws .

Today in Jerusalem, President Obama did not give a perfect speech. Contrary to what he said, the Passover story is not about “wandering in the desert”—that’s what happens after the Jews leave Egypt. It’s not about “faith in ... the Torah” either, since Moses doesn’t receive the Torah until after Passover. (That’s why Jews celebrate the giving of the Torah on Shavuot—Pentecost—50 days later.) Nor is it quite true that Theodor Herzl “had the foresight to see that the future of the Jewish people had to be reconnected to their past,” given that in 1903 he proposed accepting a Jewish state in Uganda, not a place with much connection to the Jewish past.

In his bid to show that he feels Jewish pain, Obama also occasionally bent the truth. It’s not true that Israelis in Sderot face rocket fire “simply because of who they are and where they live.” Yes, of course, Hamas and Islamic Jihad bombard Sderot in part because they reject Israel’s existence and hate Jews. But if that were the only reason, then there would have been no point in negotiating a ceasefire with Hamas earlier this year, as Israel did. By lifting restrictions on Gazan farmers and fishermen in return for a reduction in rocket fire, Israel itself tacitly acknowledged what Obama did not: that Hamas rocket fire is not motivated purely by anti-Zionism and anti-Semitism, but by Israeli policy as well.

MUMBAI: OPEC's biggest oil producers are in talks to supply extra crude to India as the nation prepares to halt purchases from Iran because of global sanctions, four people with knowledge of the matter said.

Indian refiners, which are waiting for an order from the oil ministry on whether to stop buying Iranian cargoes, are discussing annual term contracts with Saudi Arabia, Iraq and Kuwait for the year starting April 1, the people said this week, asking not to be identified because the information is confidential. The International Energy Agency (IEA), International Energy Forum (IEF) and the Organisation of the Petroleum Exporting Countries (OPEC) held the third joint workshop on “Interactions between physical and financial energy markets” in Vienna, Austria.

The high-level technical event, according to a statement by OPEC, brought together various experts from industry, governments, and the financial and regulatory sectors of the developed and emerging economies to discuss the interactions between physical and financial energy markets.

Russia’s Gazprom, the Russian natural gas monopoly, was back in Israel this week meeting with Delek Group executives to ‘examine possible cooperation’ in producing and delivering natural gas to Europe from Israel’s newly discovered massive gas fields in the Mediterranean.

According to a Globes Business report, “Gazprom’s aims are still unclear. The major concern in Israel’s gas exploration sector is that the Russian energy company wants to block possible gas exports to Europe. Even if Israel’s Leviathan is a relatively minor player in the European gas market compared with the Russian giant, the prices agreed upon and types of contracts signed by Israeli companies could create unwelcome precedents from Gazprom’s point of view.”

The report goes on to say that Gazprom is the world’s largest natural gas producer and, unlike other multi-national energy companies, has no concerns over Arab boycott threats.

At the time this was an unusual view and I was attacked on prime time Greek TV by the leader of the Communist party as ‘irresponsible’. To be frank that didn’t worry me much – if the Communists think you are irresponsible you must be getting something right…Because of the failure to address the problems caused by the euro early enough these problems are now worse and the options have been reduced.

The most obvious fault line in the current situation is the conflict between the level of prosperity to which European electorates feel entitled and the levels economically available to them, particularly given past overspending. Even if they repudiate past debts (which will happen in some way or other anyway) they still are still spending more than they are earning. This is not sustainable.

But the more important fault line is the lack of competitiveness of some of the weaker economies in the eurozone.

Sarkozy recently broke a long silence to accuse President François Hollande of lacking leadership on the Syrian crisis. Former French President Nicolas Sarkozy continues to enjoy overwhelming support among conservative voters, following his recent call for stronger leadership from Paris on the Syrian crisis.

An IFOP poll published in the weekly Journal du Dimanche on August 19 found that 53% of voters who support his centre-right UMP party want Sarkozy to be their candidate in the next presidential election in 2017.

Of those polled, 40% said they would welcome his return “especially if he tackled new areas of policy”, while just 7% said they did not want him back in politics.

Reuters) - President Barack Obama has signed a secret order authorizing U.S. support for rebels seeking to depose Syrian President Bashar al-Assad and his government, U.S. sources familiar with the matter said.

Obama's order, approved earlier this year and known as an intelligence "finding," broadly permits the CIA and other U.S. agencies to provide support that could help the rebels oust Assad. This and other developments signal a shift toward growing, albeit still circumscribed, support for Assad's armed opponents - a shift that intensified following last month's failure of the U.N. Security Council to agree on tougher sanctions against the Damascus government. The White House is for now apparently stopping short of giving the rebels lethal weapons, even as some U.S. allies do just that.

For the past several months, the Israelis have been threatening to attack Iranian nuclear sites as the United States has pursued a complex policy of avoiding complete opposition to such strikes while making clear it doesn't feel such strikes are necessary. At the same time, the United States has carried out manoeuvres meant to demonstrate its ability to prevent the Iranian counter to an attack -- namely blocking the Strait of Hormuz. Israel publicly casts itself as eager to strike Iran but restrained by the United States, though unable to guarantee it will respect American wishes if Israel sees an existential threat emanating from Iran. The United States publicly decries Iran as a threat to Israel and to other countries in the region, particularly Saudi Arabia, but expresses reservations about military action out of fears that Iran would respond to a strike by destabilizing the region and because it does not believe the Iranian nuclear program is as advanced as the Israelis say it is.

Iran marks the 32nd anniversary of eight years of defence against Iraq's invasion of the country under executed Iraqi dictator Saddam Hussein, Press TV reports.

The ceremony opening the 'Sacred Defence Week' started on Friday morning with a major military parade at the mausoleum of the founder of the Islamic Republic, Ayatollah Ruhollah Khomeini, in southern Tehran, our correspondent reported.

Iranian President Mahmoud Ahmadinejad delivered a speech at the ceremony in commemoration of the defense against the invasion.

“Our sacred defence was not defending a territory, a nation or a school of thought alone. It was well beyond that. It was defending human dignity, the rights of all nations and those of the oppressed people of the world,” President Ahmadinejad said.

Oxfam is warning that climate change represents a far greater threat to the world's poor than previously believed, because of the effects of extreme weather on harvests and food prices.

Allowing for inflation, the cost of staples could double over the next 20 years, it says, as yields become undependable and prices fluctuate wildly. The charity's report comes hard on the heels of a statement from the United Nations that world leaders need to take swift action to avoid a food security crisis that could hit tens of millions of people. "Political leaders must heed the warning of food agencies, stop dragging their feet and convene an emergency meeting of the Rapid Response Forum to prevent the threatened food price crisis becoming a reality," says Oxfam's Grow Campaign spokesperson, Colin Roche.

It is significant for the simple reason that about 17m barrels of oil produced in the Middle East is transported through the Strait. Right now, the strait is in dire straits. Why? For many reasons, most of it centered around oil. How? At about 54 km wide (34 miles) at its narrowest point, the strait can be blocked with ease, and Iran has threatened. Why?

Well, the European Union has placed an embargo on Iranian oil imports, and some sanctions on the central bank. In the US, on Dec 31, President Barack Obama has signed a bill imposing new sanctions on Iran under the National Defence Authorisation Act. This law, apart from targeting the revenue from oil imports, also targets financial institutions from other countries that conduct transaction with Iran's central bank. From March, such institutions would be barred from doing business in the US. The Lawmakers in the US are also planning to blacklist President Mahmoud Ahmadinejad and Iran's supreme leader, Ayatollah Ali Khameini.

CARACAS, Venezuela — Venezuela's Hugo Chavez and Iran's Mahmoud Ahmadinejad — fiery anti-American leaders whose moves to extend their influence have alarmed Washington — said Saturday they would help finance investment projects in other countries seeking to thwart U.S. domination.

The two countries had previously revealed plans for a joint $2 billion fund to finance investments in Venezuela and Iran, but the leaders said Saturday the money would also be used for projects in friendly countries throughout the developing world.

"It will permit us to underpin investments... above all in those countries whose governments are making efforts to liberate themselves from the (U.S.) imperialist yoke," Chavez said.

"This fund, my brother," the Venezuelan president said, referring affectionately to Ahmadinejad, "will become a mechanism for liberation."Death to U.S. imperialism!" Chavez said.

Iran, Syria, Russia and China are planning the “biggest-ever wargames in the Middle East,” according to an unconfirmed report on the semi-official Iranian news site Fars News. A Syrian official denied the claims.

According to the article, the four countries are preparing 90,000 troops, 400 aircraft and 1,000 tanks for the massive joint maneuvers, which are to take place along the Syrian coast within a month.

The report states that Russian “atomic submarines and warships, aircraft carriers and mine-clearing destroyers as well as Iranian battleships and submarines will also arrive in Syria” and that Egypt has agreed to let 12 Chinese warships cross the Suez Canal for the exercises.

According to Israel Radio, Bouthaina Shaabana, a Syrian official and President Bashar Assad’s special adviser, said the reports about such a drill are “baseless” and false.

Sanctions on Iran are tightening after Overseas Shipholding Group Inc., Frontline Ltd. and owners controlling more than 100 supertankers said they would stop loading cargoes from the Organization of Petroleum Exporting Countries’ second-largest producer.

OSG, based in New York, said Feb. 10 that the pool of 45 supertankers from seven owners in which its carriers trade will no longer go to Iran. Four OSG-owned ships, managed by Tankers International LLC, called at the country’s biggest crude-export terminal in the past year, ship-tracking data compiled by Bloomberg show. Nova Tankers A/S and Frontline, with a combined 93 vessels, said Feb. 9 and 11 they wouldn’t ship Iranian crude.

Previous efforts to curb Iran’s oil income and stop it from developing nuclear weapons failed because the structure of the shipping industry means vessels are often managed by companies outside the U.S. or European Union. An EU embargo on Iranian oil agreed to Jan. 23 extended the ban to ship insurance. With about 95 percent of the tanker fleet insured under rules governed by European law, there are fewer vessels able to load in Iran.

A grim Ministry of Finance report prepared for Prime Minister Putin is warning today that the decision by Iran to cease taking US Dollars for its oil could very be the “first shot” fired in World War III, and one which Russia will be blamed for by the Obama regime.

According to this report, Iran swiftly countered planed US sanctions against its Central Bank yesterday by announcing that it will no longer accept the US Dollar as payment for its oil shipments to India, Japan and China, and further announced that bilateral trade between itself and Russia will, also, break from the US Dollar for settlement in favor of the Iranian Rial and Russian Rubles.

Sure to enrage the Obama regime, this report continues, was that the proposal to switch to the Ruble and the Rial was raised by President Medvedev at a meeting with his Iranian counterpart, Mahmoud Ahmadinejad, in Astana, Kazakhstan, of the Shanghai Cooperation Organization.

BRUSSELS - The Franco-German powerhouse at the heart of the EU has proposed a series of sweeping changes to the bloc's institutional set-up in an effort to bring an end to the eurozone crisis that has laid low European economies and threatened the survival of the Union.

German Chancellor Angela Merkel and French President Nicolas Sarkosy in a joint letter to EU Council President Herman van Rompuy delivered on the details of what they agreed last week must be altered in the eurozone.

"The current crisis has clearly demonstrated the shortcomings of the architecture of EMU [European Monetary Union]. We must address these deficiencies," the two write.

"We believe that we need to strengthen the architecture of the economic and monetary union by going beyond the necessary measures that are urgently needed for the immediate settlement of the crisis," they continue.

"These measures should be taken without delay. We believe that this is essential for the credibility and confidence in the future of economic and monetary union."

The two are looking to a treaty change to achieve the reconstruction of the single currency area, to be agreed on Thursday (8 December) at an EU summit in Brussels and approved as soon as March next year.

If it is not possible for all 27 EU member states to agree on the changes, they warn that the 17 members of the eurozone must forge ahead without them.
